South Korea international trade downgrade class issue.

I have decided to write the article about the exacerbate international relationship between Japan and Korea.

Think you guys might interests you a bit... maybe??.

Firstly....This crisis which happened in present days between Japan and Korea are assumed to be caused by their biased mindset against the truth on history by Korean.

However... I do not like forcing people on one side as like ordinary Japanese citizens.

Hence I really want you to learn this facts of problems not just think it is a far east Asian countries issues.

We need your recognitions of the truth for maintain the world peace.

I am really wishing to have your cooperation.

Firstly the Koreans incomprehensible claims on Japan have started from the surrender of Japan on the World War II.

They continuously claiming against Japan and the world that "Japan has defeated so the problems in Korea are all responsibility of Japan" since the end of the World War II.

This is Korea's fundamental theory constructed based on their endlessly hatred against Japanese.

However... all the issues that Korean claims against Japanese today have been solved under "The Treaty on Basic Relations between Japan and the Republic of Korea" including "The peace treaty" which have signed by both the Korean and Japanese government in 1965.

Hence Korea and Japan had to move forward to peaceful good relationship by signing it and the peacekeeping treaty.

However... very sadly... Koreans never stop unilateral blaming against Japan even they have signed the international treaties in the past.

Even more that Koreans are escalating their aggressive attitude against Japan now.

If they show any attitude of following the international treaties between both countries and appearing a logical claim with the intention to make improving our relationships much better, we are happy to cooperate with.

But they only express unproductive, unilateral blames by the nonsense logic against Japan.

In this situation, even if Japanese have desire to cooperate uniting along with for the future, their illogical incomprehensible claims against us, that making us to fall into the impossibility of understanding them.

That is why I have a feeling of not understandable with the Korean government recent behaviour and announcements against Japan.

Obviously the Korean government and their people seem not have any intention to make both countries relationship better.

Korea is still focusing on their major issues "The world war two Japanese war crimes".

So that the Korean government is loudly keep blaming against Japan and continuously forcing "the world citizens who are not related with this matter" to stand on the side of Koreans even today.

Anyway... as I have written that I do not want to force to put people on one side.

So... would like to write only the facts from here.

We may vaguely can be seen their complaints by the four points which Korean government endlessly accusing Japan from more than a half century.

1, Wartime comfort women issue.

2, The wartime labor issue.

3, South Korea is downgrade class from white country to the catch-all regulations in international trade regulation in Japan.

4, Korean military invasion act against the unique Japanese territory of Takeshima Island in Shimane prefecture from 1953.

These are the issues which Korean government loudly claiming against Japan.

Hence have provided the timeline incidents for "the wartime comfort women" and "the wartime labor" issues have described in my last article for you to make your own judgment on these problems.

So... I do believe that you probably comprehended the facts of details on the above one and two problems in the last article.

Therefore... here in this article, I would like to show the facts of details about the  "International trading control law change in Japan" which is the Japanese government have applied the international trading rank down issue of Korea in the Japanese domestic law.

Oops... the explaining on White country and Catch all control is written at below for your acknowledgement.

【The international trade conditions】

★Catch all control:
"Catch-all control" is inspect all export containers before leaving and goods based on foreign exchange and foreign trade law in Japan.

This law is aimed for to protect the world security, to prevent to be used for the development of weapons of mass destruction and conventional weapons, and the provision of technology in the exported countries.

Now Korea is in this class along with the other all Asian countries.

★White country: Now calling "Group A".
"White country"(Group A) is for the secured and well controlled countries who are grasping up to the end user to prevent to use for the development of weapons of mass destruction and conventional weapons, and the provision of weapon technology in the exported countries.

The benefits on this class is granted the short time export permissions to be given by the custom.

Japan has given this class only for twenty six countries in the world.

As described in the above, Japan had given this special treatment for Korea until 2019 July.

But Korea has raised the problems for the suspicions of third country illegal export from Korea against the chemicals which is necessary for producing "The mass destructive weapons" like "nuclear bombs", and "Toxic gas" which Japan have exported to Korea in 2016.

Hence Japan have continuously asking to South Korea for thorough management and elucidation the cause for three years since South Korea was suspected of diverting exported chemicals to the weapons of mass destruction.

But Korea denied to open information against these suspicious issues and even have made claims against Japan stated as "Korea bashing".

Korea is only loudly making claims and not open any evidence on this issue to Japanese government even today.

By this cause,  in July 2019, Japan have to set South Korea to be removed from the White listed country class in Japanese domestic law, and had to downgraded to a catch-all controlled country.

But Koreans are making claims loudly still.

Japanese government has announced the official comment on this to Korea "If Korea has cleared suspicious international trades in a future, Japan will approve to set back Korea to the white listed country class".

Which country has a fair attitude??.

Well... as I have asking you to make judgment on your own...

You are the one who concludes this international problem!!.



★2016: Japan had suspicious on the exported goods from Japan to South Korea.
These suspicious products are three chemicals, such as “hydrogen fluoride”, “resist” and “fluorinated polyimide” that can be diverted to the developing for the mass destructive weapons like nuclear bombs and poisonous gas.

The reason of having a doubt on these chemicals were the amount of export had increased three times more than the before year without any notification.

These exported chemicals to south Korea were approved only for the civil usage.

Hence, Japan have asked South Korea to investigate the actual usage and amounts.

But Korea had replied that these were untraceable and actual usage were remained as unknown.

Japan has continuously asking to the South Korean government for follow-up survey and countermeasures.

But South Korea is always responding that these imported material usages are unknown even now.

★2016: Japan is made warning against Korea that if Korea is continued to ignore the survey request from Japan.

Japan have warned Korea that if this situation goes on Korea will be downgrade into a "catch-all control class".

But Japan keep asking Korea to open the cause of the actual trades and system countermeasures.

★2016: About 60 illegal smuggling activities (Sedori=ship to ship handover in the ocean) were caught in Korean ocean.

These illegal acts were officially announced by the Republic of Korean navy and these were related also with the above three chemical substances that can produce weapons of mass destruction (WMD) .

★September 2017: “United Nations Security Council Resolution 2375” voted by the United Nations Security Council requires all signed countries to strengthen export controls.

※July 2018: The United States announced that they have found the evidences that South Korea had been illegally handed over the containers in their ocean (handover cargoes  between ships) to a North Korean ship.
The US government have officially called to all allies for further enforcement on export controls.

★2018: South Korean navy has officially made announcement that the numbers of illegal smuggling international trades which had been seized by in Korea has increased to 130 cases.

★March 2019: Korea announced that 156 cases were illegally exported from Korea between 2015 and 2019.

However, Korea did not open the names of end users, usage, and countermeasures.
Just only remained to make announce the numbers of cases which had detected and the country of the trade destinations.

Japan strongly asked Korea again to pursue the cause and take countermeasures.

However...Korea ignored inquiries again and had no further comments on this.

In such serious situation, Korea has been not adequate enough to receive the export preferential treatment in the white country class and needed to be reconsidered for the exclusion from the class.

But kind Japanese government is not downgraded Korea right away but keep warning that if this situation goes on, Japan have to reconsider Korean all procedures.

Japan asked to the Korean government again to publicize the investigations of the causes and take countermeasures procedures.

★July 2019: Japan strongly warned to South Korea not to ignore Japanese requests on illegal trades and if they leave this issue.

By the point, for to maintaining the world peace,  there is only a choice that Japan to shift Korea export from a comprehensive export license to an individual export license in a near future.

Meanwhile... according to the internal data from the Korean government, which was found in a survey led by the United States, Illegal international trades were confirmed to “China, Pakistan, Malaysia, Singapore and Russia”.

Japan again asked Korea to make public the cause and countermeasures of illegal trade tracking.

★August 22, 2019: The Korean government has announced that they could not able to accept apologies from the Japanese government and has unilaterally declared of cancellation of "GSOMIA", "General Security of Military Information Agreement" with Japan.

★ August 25, 2019: Finally, South Korea, who has ignored the request of the Japanese government for almost three years, has being set to be downgraded from “White country” to “Catch-all controlled country” which has equivalent to other Asian countries.

Japan has decided to change the "Domestic Law of Japan" and notified to the Korean government.

The purpose of changing Japanese international trade management is“strengthening management to protect the world's safety”.

And the point is “Japan's domestic laws” for this change.

Therefore... Korea has no right to complain for this revision.

If Korea wants to recertify “White country”(Group A) that is not applicable to Asian countries other than South Korea, They should have strengthen the “international Trade Control System in Korea” against the dangerous chemical substances that can manufacture weapons of mass destruction.

If Korea is be able to manage to prove that they is no problems of properly managing against “Illegal Trades”, definitely Japan never applied “downgrade of Korea from White country class”.

However, despite many requests for investigation in South Korea past trades, the South Korean government has ignored probable proliferation of weapons of mass destruction issues for almost three years without strengthening the control on domestic illegal trades.

If Japan did not make correspondence with this problems, "The problem of illegal trading acts in Korea”, would turning into the "Japanese problems by exporting these dangerous chemicals to the unreliable country”.

So...this serious problem eventually easily can be converted into the result to the indirectly cooperation of “proliferation of weapons of mass destruction”.

Therefore... prevent the safety for the world countries, Japan has changed the domestic law “International Trade Management Law in Japan” and implemented “Strengthening the management on chemicals necessary for the manufacturing dangerous weapons of mass destruction exported from Japan”.

Remember, this is the dispensable act for “Strengthening management to protect the lives of people around the world”.

But sadly South Korea does not seem to understand the Japanese logic of “Secure to protect the world peace”.

However... Korea is attacking Japan everyday by purposely replacing this “Strengthening Management to Protect the World's Safety” with “Japanese Economic Retaliation against Korea”.

The following are some of the official statements made by the Korean government against Japanese government.

★August 2019: “even if have once both countries agreed with an international agreement between nations, it is not the meaning its over.”

★August 2019: "Japan is irresponsible and as like a thief." and "It is a serious revenge against Korean people.".

★July 2019: “Japan is trying to develop a political problem into an economic problem with grudge against South Korea.".

★July 2019: “Japan is trying to hold Koreans down with power.".

★July 2019: “I will never lose to Japan (in war) again.".
* At the time of World War II, South Korea was a ally of Japan, so they did not make war against Japan.

★2016-Present: Continuous insults and discrimination statements to Prime Minister Shinzo Abe stating that "Abe is Hitler.".

These violent statements are not seem to be democratic states, and are insult statements that are unlikely to be the content of a president of one country against other country.

You may surprise for these nonsense acts of behaviours, but since Korea was founded in 1948, it has consistently conducted discrimination and insults against Japan as described above throughout the country if there has an opportunity to do it.

The most of Japanese citizens have become accustomed to such nasty insults and there is a fact that some Japanese citizens are tired of saying "Oh well... It is another Korean insult again.".

But in Korea, it is a common practice to perform Japanese bashing along with the insulting remarks described above, and the same actions have been repeated many times in succession since 1948.

★The Korean government takes the lead to set the wartime comfort women and wartime labor issue as the diplomatic strategically for endless national protests against Japan and continuously attacking Japan for to earn more compensation money by inducting the biased brainwashing through demonstrating and lobbying acts against entire world.

★The Korean government takes lead the boycott (Not buying) demonstrations (Protests) against Japanese products in Korea.

★Leading relentless claims and demonstrations on the "wartime comfort women issue" and the "wartime labor issue" which had been solved by the 1965 Basic Treaty of Japan and Korea.

★The invasion and fortification of "Takeshima Island", a territory of Japan, by the Korean President, the Korean Parliamentarians and Korean army with the provocation of landing.

Once again, the reason of why Japanese government has downgrading Korea to " the catch-all control class” is not the economic restriction as not like Korean claims.

Our "strengthen management in Japanese laws" is for to secure "the world peace”, to maintain all world citizens from the threat of a world war.

However... Korea does not show any sign of stop making claims against Japan even today.

Therefore.... I still do not understand why Korea continues to insist this issue as "the retaliation against Korea".

South Korea threatens Japan to bring this issue to international courts of "WTO" as "violating international law", but think that Japan does not care at all.

Japan has taken responsibility as an exporter by changing own domestic law for “exporting dangerous substances leading to the manufacture of weapons of mass destruction” at least that shipment had confirmed to use for peaceful use under the international trading treaty.

Hence... rationality and legitimacy are definitely at Japanese side.

Therefore... the objection of Korea's “violation of international law” against Japanese government is a logic that totally incomprehensible, since it simply raises the question of “Does not Korea wish peace in the world?”.

Besides... South Korea's assertion is explicit internal interference with other countries, and no consistent logic is seen.

As a result, South Korea's assertion is defined as illogical in our side, even if Japan sincerely wishes to reply to them.

Now the most of Japanese citizens have a tendency of complete rejections in never be able to comprehend against someone who cannot understand the logical mindsets.

By this cause, the Japanese government will continue to look quietly until “the Koreans understand the above mentioned problems by oneself”.

As like asking for to get your own answer, I do not care which side you are.

But really appreciated if you have think about this issue seriously.

Ahaha... this is not just I have Korean friends in private... be honest, that I have Chinese friends also... and they totally agreed with my logic though!!.

Surprisingly... they say that if they agree with the opinion that they are publicly accepting Japanese side opinions, their actions will become treason against their mother countries.

Japan bashing is alright but criticism from their loving country minds against their mother country will be punished.

I think it is not in fair right attitude though...

Hence they said they are not intended to express their true feeling on this issue and have shut their mouth in quiet.

But the truth is truth.

We keep holding our friendships over the gap of national mindsets until our countries be unite as true friends.

Ahaha... That is why they like me.... maybe（笑）.
