However... the truth may disappoint you a lot.
Almost above 90% of Japanese girls are wearing "Over layered shorts"(Spats or Leggings) over their underwear shorts like professional tennis players are wearing.
So... girls flickering "underwear like cloths" beneath their mini skirts are not actual underwears, It is "over layered pants".
Hence...sorry guys... Japanese people are not wishing to show their underwears in public.
but... think that is as a good news for ladies.
This is just my opinion...I think the "humidity" in Japan is the cause made this difference.
Probably you might know that wearing jeans trousers in mid summer in Japan is so uncomfortable.
Therefore... pursuing comfortableness and avoiding humidity their skirts getting shorter and shorter, and finally ultimate shorter length in now days.
But as described before that they do not want to show their underwears.
Therefore... this unique habit have fixed in Japan... maybe??.
Also be notice you that showing your breasts cleavage or real underwears are inappropriate in Japan, please beware about that.

So... recommend not to show naked skins especially for females when you come over to Japan.

But... Japanese girls can wear such sexually sensational stockings or socks without having any harassments in ordinary daily life.
